The thermostat measures the temperature in the home, when it is not at the right temperature, it then signals the system to turn on. The air will then be cooled in the condenser and then sent back into the home. There are plenty of issues that you might run up against, the most common are parts that are worn out or that go bad. In order for the system to work, each part has to be able to do what it is meant to do. This means that if your condenser coil goes out, you need to replace it. You should be getting your system serviced often to make sure that it is going to work well and that all issues are taken care of.
